The Higher Education Commission (HEC) has previously implemented two successful schemes, known as the PM National Laptop Scheme Phase-I and II. These schemes were designed to provide laptops to students in order to enhance their access to education and promote digital literacy. Under the second phase, approximately 500,000 laptops were distributed to students across public sector universities and technical colleges, including Federal and FATA colleges. The execution of the scheme was carried out by the Higher Education Commission, ensuring transparency in the distribution process. Introduction about Phase-III (2022-23):

The Prime Minister of Pakistan has launched the Prime Minister's Youth Laptop Scheme Phase-III, aiming to provide laptops to talented students studying in public sector Higher Education Institutes (HEIs) nationwide. Approved by ECNEC, this initiative will distribute 100,000 laptops to deserving students based on merit through a transparent online system. Building upon the success of previous laptop schemes, this project emphasizes the government's commitment to empowering the youth and bridging the digital divide. By equipping students with laptops, the scheme aims to enhance digital literacy, foster innovation, and provide equal opportunities for academic excellence. It is a significant step towards creating a knowledge-based society and preparing the youth for a competitive future.



How to Apply Online for PM Laptop Scheme Phase-III in 2023?

To apply for the Prime Minister's Youth Laptop Scheme, students are required to apply online by registering or updating their profiles on the Students' Service Portal. ELIGIBILITY CRITERIA FOR PM LAPTOP SCHEME:

To be eligible for the Prime Minister's Youth Laptop Scheme, students must meet the following criteria:


  • CNIC/ B-Form Number: Applicants must possess a valid CNIC (Computerized National Identity Card) or B-Form number.
  • Valid Student Status: Students must be validly enrolled as of the closing date for application submission, which is 30th June 2023.
Program Enrollment: Students must be enrolled in their respective program duration as specified in the table below:

PhD: Enrolled for a minimum of 5 years, with a date of admission on or after 30th June 2018 and an end date before or on 30th June 2023.
MS/ MPhil or Equivalent: Enrolled for a minimum of 2 years, with a date of admission on or after 30th June 2021 and an end date before or on 30th June 2023.
MBA: Enrolled for 3.5 years, 2.5 years, or 1.5 years, with the respective date of admission as per the table and an end date on or before 30th June 2023.
Masters (16 years): Enrolled for a minimum of 2 years, with a date of admission on or after 30th June 2021 and an end date before or on 30th June 2023.
Undergraduate: Enrolled for 5 years or 4 years, with the respective date of admission as per the table and an end date on or before 30th June 2023.

Students studying in public sector Universities/ Degree Awarding Institutes duly recognized by HEC (Except Distance learning).

  • Students enrolled in PhD/ MS/ MPhil or equivalent 18-year program.
  • Students enrolled in a 4-year or 5-year bachelor’s degree program (morning and evening).
  • Students enrolled in MBA Program (3.5 years, 2.5 years, and 1.5 years).


It is important to note that the scheme is applicable only for students studying in public sector Universities/Degree Awarding Institutes recognized by HEC (except Distance learning). Meeting these eligibility criteria will ensure that students are considered for the Prime Minister's Youth Laptop Scheme.


Ineligibility Criteria for the Prime Minister's Youth Laptop Scheme:


  1. Private Sector Higher Education Institute Enrollment: Students enrolled at any private sector higher education institute (HEI) are not eligible for laptops under this scheme. Only students studying in public sector universities and degree awarding institutes recognized by the government are eligible.
  2. Previous Laptop Recipients: Students who have already received a laptop under any Federal or Provincial Government scheme are not eligible to receive another laptop through this scheme.
  3. Foreign Nationals (except students from AJK): Foreign nationals, except students from Azad Jammu & Kashmir (AJK), are not eligible for the laptop scheme.
  4. Non-Application or Non-Submission: Students who have not applied online or whose applications have not been received through the designated online portal will not be considered eligible for the laptop scheme.
  5. Documentation and Academic Performance: The eligibility for receiving a laptop will also be determined at the time of distribution. If a student fails to provide the required documents and proof of academic performance that were used to qualify them for the laptop, they will not be awarded the laptop.
  6. Passed Out Degree Program: Any selected student who has already completed their degree program prior to the distribution of laptops will be deemed ineligible to receive a laptop.

It is important for students to be aware of these ineligibility criteria to ensure they meet all the requirements and are eligible for the Prime Minister's Youth Laptop Scheme.
